The Joint Learning Program (JLP) is a truly groundbreaking partnership between the Public Service Alliance of Canada and the Treasury Board of Canada Secretariat. As co-chairs, we take great pride in leading this innovative program, which continues to make significant impacts on the federal public service.

Born out of the collective bargaining process, the JLP has been the cornerstone of union-employer collaboration since 2001, with its relevance and importance reaffirmed in each subsequent collective agreement.

The JLP is built on a collaborative foundation that permeates every aspect, from its structure to its delivery model, fostering mutual understanding throughout the learning journey.  Available to all union members and their management within the core public administration since 2011, the program offers a unique blend of in-person and virtual learning opportunities. Each learning activity is co-designed and co-facilitated by union and management representatives, ensuring a balanced perspective and fostering stronger labour relations. Our participatory approach to learning enhances understanding of the subject matter, clarifies workplace roles and responsibilities, and fosters the commitment and behaviors necessary to create a harmonious, healthy, and productive work environment.
